Yes its a public build warehouse, thats it's main feature. 
Not town builds though... more community/out of town builds... of course you can NOT just go and take from there when you like (unless you want to be banned). We have an undiclosed person in charge of it and anyone caught taking! Well lets just say we hope they dont.
