It looks the Live.com site is now undergoing or has undergone another update, and though as of yet there has been no mention of this update on the Live.com Team Blog it’s clear to see what the differences are so far on this new update:

• New Windows Live ID icon next to the sign out text.
• Choose between Search only or Personalized page layout.
• Much more language support.

Just noticed that Decipher has also mentioned this new update on his blog, with some of his own thoughts on this update.
